SUMMARY: The Zoning Assistant/Permit Technician serves dual capacity by providing front line service to the public (issuing building and zoning permits and answering a wide variety of building and zoning questions) and provides direct technical support to the Department by performing office management duties to ensure that day-to-day activities are efficiently accomplished. The Office Manager / Zoning Assistant also provides direct support to the Community Development Administrator and Chief Deputy by assisting in administering the Zoning Board of Appeals and Land Use Committee process, including processing of Hearing applications, publishing of Legals notices, dissemination of required information to all review agencies, adjacent property owners. The Administrative Assistant also provides support to the Community Development Administrator and Chief Deputy with the enforcement of the Tazewell County Zoning Code, the Tazewell County Erosion Sediment and Stormwater Control Ordinance and the Tazewell County Building and Property Maintenance Code, Tazewell County Flood Plain Ordinance and the Tazewell County Subdivision Ordinance.
PRIMARY DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned to meet business needs.
- Full working knowledge of all Codes enforced by the Department particularly the Zoning Ordinance/Subdivision Ordinance/911 Addressing Display Ordinance/Building and Property Maintenance Ordinance.
- Issue and process all types of Permits (Residential & Commercial, Mechanical).
- Review, prepare, process and track all Code Amendments, Rezoning, Special Use, Variance cases for ZBA, Land Use and the County Board, including all notifications.
- Distribution of the Minutes of the Zoning Board of Appeals Hearings and Land Use Committee and any Plat Review meetings.
- Assist in preparation, processing and tracking all Administrative Variance and Administrative Dwelling Cases, including all notifications.
- Assist in preparation, processing and tracking proposed Subdivisions, including all notifications, and transcription of Plat Review Meeting Minutes.
- Assist in preparation, processing and tracking Erosion Control and Stormwater Permits, including tracking of Cash Bonds and Letters of Credit.
- Process monthly bills, ordering supplies for the Department including tracking of budget expenditures.
- Works within the enforcement procedure process governed by State Law, County Ordinances and Departmental policy.
- Prepare and complete Annual Records Disposals with the State of Illinois Local Records Archive Unit.
- Review of building applications, building diagrams and site plans/some permits are issued by the position at the counter or issued upon approval by the Administrator.
- Prepare and process all 911 Address Applications, including all notifications.
- Serves as primary support person to the Administrator for Commercial Construction and Code Violations and issuance of Certificates of Occupancy for Commercial Construction.
- Serves the public by responding to requests for information. Information may be verifying zoning on property, providing setbacks for buildings, providing information regarding building permits, stop work orders, building code regulations, the zoning hearing process and a variety of other questions which must be answered with accurate and cohesive information.
- Track and maintain Storage Room Inventory.
- Monitor and update documents maintained on the Community Development page of the County website.
- Position will require a full working knowledge of the duties of the Code Enforcement Assistant in addition to the duties described above.
SUPERVISORY RESPONISIBILITIES: No supervisory duties.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and /or EXPERIENCE: High school diploma or equivalent with more than two (2) years' experience in clerical workforce, building code and property maintenance experience preferred.
- Be able to handle high degrees of stress due to deadlines, code enforcement and a fast-paced environment with frequent interruptions.
- Be proficient in the following: reading and comprehending legal descriptions, legal terminology pertaining to real estate and code interpretation.
- Ability to communicate effectively verbally and in writing.
- Business arithmetic and statistical techniques and record keeping and cash management principles and procedures.
- Typing skills with a very high degree of accuracy.
- Must possess skill in Windows, Microsoft Word, spreadsheets, and other comparable software to include Geographic Information System (GIS) database.
- Background in real estate, legal descriptions, experience in related field such as inspections, code compliance, construction, planning and zoning is preferred.
- Full knowledge of the FOIA statutes and the Open Meetings Act.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.
CERTIFICATES, LICENSES, REGISTRATIONS: Required certifications in International Property Maintenance and Housing Authority within one year of hire.
REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to use sound independent judgment in problem solving and following instructions accurately with minimal supervision yet recognize the limitation of authority and responsibilities.
LANGUAGE SKILLS: Ability to read and comprehend simple to complex instructions, short to long correspondence, and memos. Ability to write simple to complex correspondence. Ability to effectively present information in one-on-one and small group situations to the general public and other employees of the organization. Ability in dealing professionally with the general public.
PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
